This is nonsense. Material up to 1923 can be under copyright, depending whether the copyright was registered or (until 1963) registered but not renewed.

Material from 1990 and later is automatically under copyright, unless the author releases his rights.

I believe you mean material after 1923. Another exception (up to 1977) are works without a copyright notice. There is a chance (not likely) the subject is PD, the OP simply needs to view the opening and closing credits.

The film was made 1976. The US copyright office does NOT list any films made that year being submitted for copyright, plus it's appeared on literally dozens of crappy budget DVDs.

I don't know where you get your information. Are you going to say that "Rocky" is not under copyright? If it has a notice, it is under copyright, whether it was registered or not. This applies to anything after 1963.

No, I didn't say that at all. I said that the US copyright office has no record of it being under copyright, and not it has been released by dzoens of DVD companies.

The US Copyright online search only dates back to 1978. For works dating from 1963 to 1977, the only thing that matters is the copyright notice. If one was provided, it is under copyright for 95 years from the date it was issued. If no notice was provided, it is in the public domain.
